I bought this based on the literature recommendation. When I received it and attempted to put it on, I noticed the inside of the garment had lots of threads loose which snagged my toes. I thought at the time it was a used garment, and returned it and ordered another one, as there was no way to just exchange what I thought was a damaged one for another one. The return was fairly easy and I got another Base Layer Pant. Unfortunately this one had the same issue. I like the Pant, so I did not return it. However, you have to be careful how you put your leg through the pant so as to not let your toes grab the loose threads from the garment. I added a picture of the inside of the Base Layer Pants. The light gray spots and lines are the threads from the embossing on the outside of the pants coming through to the inside. Just not made well. I sure don't think they were made in USA, but I can't tell. No indication at all where they were made. I wouldn't buy them again.

In the past, I have warn polar fleece leggings. However, the issue I have with those is that I get really warm when I go inside or the temperature rises. As thin as these are, I was a bit skeptical that they would do the job. However, I was pleasantly surprised. I have been wearing these under a pair of jeggings on most of my rides lately. Even with evening temperatures dropping into the low 40s and high 30s, my legs were pretty comfortable. They break they wind beautifully. The fact that I don't go inside and try to rush out of them as fast as possible makes them on of my new favorite pieces of riding gear. I love the that I don't get sweaty in them and they don't effect my motion whatsoever. They are a bit long for me, but that is okay. I wound up with a bit more core coverage. Bonus! They do take quite a while to air dry, but that could be because the air has been pretty moist here. Answer:They are meant to be a base layer under riding gear, in hot or cold they insulate yet breath. When you sweat they dissipate the moisture and when cold they add insulation.

Answer:It is not rated at a temperature as it is supposed to be used as a base layer with different kinds of riding gear so there is not a specific temp rating. It functions as a system with other garments.
